We've broken the logjam--at least to North America. MidTenn Hobbies has just received a shipment of 3 larges boxes of Colourcoats from WEM, including a number of colors he hasn't previously stocked. We were able to use his FedEx account to ship. Given the costs involved, this is only going to work for dealers at this point. For now, MidTenn is the only dealer receiving Colourcoats restocks.
