Or even the make model of crane would be super helpful.
They seem to be quite common on USN and USCG ships of the era.

Unfortunately, I can't help with the manufacturer or specs. I did manage to find a scale crane on an IJN ship here:
Akitsushima.
Maybe you can use it to see how Hasigawa did it. Other than that, you may be able to contact the Philadelphia shipyard and ask for construction specs. They may or may not respond to you.

Thank you, I'll give 'er a try.
It should be easy to scratch build, just need some dimensions.
However, I could use the Mariner as a ref. point and scale off of it.

I don't know how accurate you have to be (you said "need" versus "want" so I don't know if it's a commission build, etc.) but there should be plans at NARA II in their cartographic division and you can hire a researcher if you don't live in the area.
