Making blast bags using glue - when to paint?

Hi guys, I'm working on the Revell 1:350 Bismarck turrets and want to add the blast bags using the tissue paper and glue method. When should these be added? After painting the turrets? Before, and prime them when priming turrets? I'm not sure what will be the best course of action. Thanks for any suggestions!

They could also be added after painting turrets: White glue/water and cheapo craft acrylic paint for color (white or tan - whichever color is needed) and shape the tissue into the gun aperture. Use a damp brush to clean up any spill-over of paint and white glue on the turret. Blast bags, being made of tissue, don't need to be primed, and they're pre-colored with the added paint. You'll end up with a neat clean job.
