When I go to the latest post page each thread has a little icon on the right of it that looks like two arrows going in opposite directions around a circle. When I put my mouse over it it says "revorder." Is this something new Jim is working on, or what?

Yup... and it should be working now. It reverses the order of posts in the topic for those people who want to see the last post first.

Will this be available in each category? Such as Modeling in general- How I build dioramas. So that you can got straight to the last page last post?
