I recently can across a tub of of gel wax in a local art store and it doesnt wobble when i shake it and it has realistic water effect. I was wondering if the thing sets hard or will it remain in the gel form?

Ahoy mate!
Gel wax, eh?
Well, I guess it could be used to make a realistic water effect, but...Gel is not considered a true solid product, it does not have a "melt point"....Gel simply becomes liquid as it rises in temperature.
Have you ever seen those candles that are made out of that "jello-like" substance...Gel Wax, my friend...so really, there are so many more suitable products to use for your water effects, IMHO...

I think you would be better off using acrylic gel medium, or acrylic paste from the art store, than a wax.

Same for me. Plus, because it isn't sold in a "Art" or "Hobby" stores the price is much more reasonable. Here in the States a $2.00 tube did me two bases for 1/700 cruisers. When I looked at the acrylic gel Dave mentioned I was pretty shocked at the price.
