The Fleet came through the typhoon unscathed, and as it approached Tokyo Bay and Yokohama, Admiral Sperry circulated a directive to the crews concerning liberty in Japan.
In it he stated that, to insure against diplomatically damaging incidents, "only first-class men, whose records showed no evidence of previous indulgence in intoxicating liquor," would be allowed ashore. And, in reference to a planned reception for the crew, the directive went on to state that "the men will be made to understand that this, though an entertainment, is a matter of military duty" and all sailors should conduct themselves accordingly.
On October 17th, the day before the Fleet's arrival, the Yokohama newspaper, Boyaki Shimpo came out with what it called a "Fleet Banzai Number," and showered printed praise upon the Fleet
