Admiral Zumwalt took over CNO when I was in. As you may know, he came out with some radical changes in Navy policy and tried to change things to a more civilian oriented Navy. We called his new directives Zoomigrams. Looking back I see that this was detrimental to dicipline and general grooming standards. We all (Me included) Looked like a bunch of bums from under the bridge. Long hair , scruffy beards etc. Instead of a campaign to get the general public to be clean cut and be more like Navy men the opposite was implimented so that the young sailors would feel more like civilians. I have fotos that have some of us looking like a bunch of bums rather than Americas best. I personally was not into drugs but the drug problem was beyond rampant and I was one of the very few who did not partake in it. I was no angel though, I drank a whole lot of beers . Chief of Naval Operations has a bunch of power over the Navy. I am glad that this particular one is long gone and the Navy has become a more professional place.........Al
