Questions on carrier flight decks

I'm in the process of building a 1/200th scale diorama for a couple of my navy jets. I would like to know a couple of things,first I see on some of the models of aircraft carriers these white dots,what are these white dots?
Also, these dots are all over the deck can someone tell me what they are for and how many are there on the deck itself?
One last question since Im building a flight deck in 1/200th does anyone have any recommendations on what size drill bit to use for those white dots?Assuming they are holes of some kind.

They are needed to tie down the aircrafts to the deck

In the holes there is an iron cross. A chain linkes together the iron cross and the aircraft landing gears

In 200 scale they would be incredibly small...a 0,1 mm hole would be more than enough
