Beautiful build and photography.  Makes the scene seem somber, kind of a day's end/ship's end is near sort of sense.  The figures really add to the diorama.

Judging by the size of spackling on the wall in some of the backgrounds, I'd say it's 1:700.
In whichever scale, that is a magnificent rendition of a complex superstructure design with a distinctive shore element as well.
