Is there a special reason why you want the water to be an inch deep ?
It's possible but quite some nut to crack looking at what's available in the Philipines I guess.....
The shallow, or even flat surface, water is a bit more easy to do, but maybe there's a special reason why it must be that deep ?

I did puddles of water that depth in my Spritztour dio. I just used three layers of clear Humbrol varnish.
If you need muddy water or other tinting, you can paint thin (I mean THIN!) paint layer on each varnish layer. This gives water a good sense of depth. It may be wise to paint the puddle area in base ground in a darker tone...
The effect in practice: Schwimmwagen pics
Keeping it simple...
