I’m going to need about 4 1/700 life savers.
Does anyone have any idea how to make them?

1/35, no problem, but 1/700?. . .ideally, these would be tiny molded resin or plastic pieces, not a photo-etch part. Sorry mate, I'm no help at all on this one. . .

Kenny the tubing idea sounds good. I wonder if one of those straws for spray cans would be the right size?

Mark I did a search over on greatmodels and could only find them as PE. I also figured they would be to flat to do the job.

Those tubes that you mention are more or less the right size (a little bit over, but acceptable) but in the wrong plastic.
You can try to make a lenght of streched sprue of the right thikness, wrap it around in a wire (being the section of the wire the size of the hole of the life buoy/life preserver) and put it for about ten seconds on boiling water.
Do not thouch it until is gets cold!
When it is cold, remove the wire from the plastic coil, cut circles (section of the coil), put a dab of glue on the ends of the new section and you have your life buoy - just needed to be painted.
It's easy, cheap and you'll get all the life buoys you need - with a space for mistake
