Ahoy Mates!
Tom Harrison from Toms Modelworks sent me a note advising that he has a photo-etch upgrade set currently in stock that will work with the new Tamiya I 400 submarine kit.
It is set #3517 IJN SUBMARINES, and although designed to fit the Pit Road resin "I" boat kits, will also work well with the new Tamiya kit.

The kit comes with some PE, but there are no railings or rails for the planes to be run out on.
