I hate to disappoint you, but,... yes both the ship and the water effects need to be done to qualify.

Darn. I was thinking of doing my completed 1:700 Yamato in a harbor scene. Well, keep me in the campaign. I maybe able to do a smaller destoryer/sub or something. I'd be starting later in the campaign say maybe December or January. Is that alright?
