I stumbled across a document a couple of months at at the archives and have finally got around to finishing additions to Randy Short's ShipCamouflage.com from it.
The document was a February 1945 memo detailing the switch from blue-based paints to grays and detailed revisions to measures as well as which ships were to get which. Newly added to the Camouflage Measures section are the descriptions of Measure 12 (1945 Revision), Measure 21 (1945 Revision), and Measure 22 (1945 Revision). We'll be updating the links in the Ship Camouflage Database as we come across good data as to when a ship repainted. At this point only new construction (or overhaul) CV/CVE/CVL were to be painted in Ms 12 (1945), Ms 21 (1945) was for all cruisers, destroyers and destroyer escorts attached to *odd* divisions, and Ms 22 (1945) was for all cruisers, destroyers and destroyer escorts attached to *even* divisions.
Note that this document was released at the end of February so this is when ships would have started repainting in these colors. There's a period of a couple of months where we may not know for sure which paint a ship might have received as the yards were to use up supplies of Navy Blue before using the Navy Gray. Your mileage may vary.
No one makes a Navy Gray #7 paint so you'll need a set of the S&S US Navy Paint Chips Set 2 if you want to accurately match this color.
