I’ve finally gotten some extra money and may be getting my 1/700 fujima (I don’t have a clue if thats right) Zuikaku kit sooner then I thought.
Also my be able to pick up some after market goodies for it. 
Now of course I’m planing on picking up some aircraft but I may also be able to grab 1 or 2 PE sets. (Not sure yet but we’ll see.)
I’m looking for advice on what PE sets may be able to add the most to this IJN Carrier. 
Any suggestions?

I don't think there is too much out there for a 700 scale Japanese carrier. You can check companies like WEM, Eduard< Gold Medal Models, and Tom's Modelworks are the usual suspects

I was thinking more along the lines of generic sets for railings, steps, AA guns, doors, cranes, exc. 
I’ve seen a few IJN carrier sets but they seem to deal specifically with searchlights and radar pieces so I don’t know it they would look right without other PE parts. (And as much as I would like to I don’t have the money to buy all the PE that could be used on it.)

I definitely would, Jacob. . .GMM makes some fantastic PE sets, and their accuracy, quality, and service is top notch. And about the PE actual size, mate, you're still young, with a good eye and steady hand, you won't have any problems!
 
 But I will tell ya this much, if you're planning on using alot of PE in the future, (and it IS quite contagious. . .you'll see!
 ) start making a savings fund for a PE folding tool, their definitely worth it!!
