A Russian company that specializes in Soviet/Russian submarines offers both finished models and kits for sale. They also take requests for custom models.
Polar Bear Models has been producing models since 1992. Their models are sized to 1/400 and 1/350 scale, some models can be scaled to 1/96, 1/200, 1/700, 1/800,

All models are made of durable material and are humidity-resistant. A model can also be ordered to come with a commemorative plaque with the name of the model or other text. Additionally, all finished models are covered with protective glass in order to ensure safe delivery. 685 models have been made over since 1992.

Plan drawings of boats are also available.

Polar Bear states that all of their models are are exact copies of the actual submarines and many models have been placed in private collections and museums. The most recent kits added are the Yankee-Stretched, Tango and Romeo boats. Polar Bear Models will gladly make any custom model of any scale of Russian or foreign submarine, ship or boat to order. Model price will be determined upon receipt of an order.

I asked for a price example for a 1/350 Akula II and an planned USS Halibut and was quoted 77.00 Euros ($85.00 USD) plus 7.00 Euros ($7.80 USD) for shipping for each kit.

A word of caution. I placed an order with them about a year ago. While I got quick responses when placing the order up to confirming they received my payment, I never received the kits that I ordered. I e-mailed after waiting two months to allow for international shipping, but never got a response. I continued to e-mail every few weeks thereafter until finally resorting to filing a claim. I never got another response, no confirmation that my order was ever shipped, and nothing I could use to track or locate my order. I am greatly disappointed as they list a good selection of unique Russian submarines that I would have liked to add to my collection.
