Yamashita Hobby of Japan has announced the Mid-October 2015 release of YH700P-6, a Winch & Hawser Reel Set in 1/700 scale.
The set consists of various nicely molded reels and winches. These Yamashita Hobby sets look to be comparable to the old Skywave/Pit-Road detail parts sets from the 1990s. Though smaller than those sets, these new offerings are also much less expensive, too.

The Winch & Hawser Reel Set set can be preordered for ¥900 (approximately US$7.50) from HobbySearch Japan).

Are these for WWll Japanese ships only?

They are probably intended for Japanese ships, but they look pretty generic to me; I think you could use them with no problem on other ships as well.
