If you have ever eaten a box of cracker jacks you know where and what this term covers. The dress blue uniform the sailors wear.

The current dress blue uniform is based on traditional uniforms worn in the past by sailors. Officially know as the ceremonial dress uniform.Worn on the following formal occasions, Participating in Change of Command Ceremonies, Official visits with honors as prescribed in Navy Regulations, Visits of ceremony to Foreign Men-of-War and Foreign Officials, Occasions of State, Ceremonies and Solemnities.

The uniform is not the easiest to wear, it is hot scratchy, and just does not fit well. Nearly every person I knew said the same thing about them. At one time it was every sailors dream to go to Hong Kong and get a set made that fit properly and was made from better materials.
