This is a perfect sailor. When ever a sailor leaves a command, is promoted, or once a year he or she is evaluated. There are all sorts of different categories that are raked and these are done on a 4.0 scale. The eval is written by either your division officer or by the leading petty officer, normally a Chief, E7.
If the sailor in question is not ranked very high then the reason for that needs to be given. Some examples of a sailor that might not get ranked very high include a person always on restriction. A sailor who just cannot seem to figure out an iron. A sailor who forgot where the barber was. A sailor who just does not want to go anywhere in his military life.

On the opposite if a sailor ranked high examples must shown why this sailor is ranked high. He has a prefect appearance all the time. He spends those extra hours learning a watch station. He re-paints and redoes the entire flange shielding in his work space. His passageways are perfectly waxed, I am serious about that!!

Every serious career type sailor strives to get a 4.0 on every eval. In reality this is not possible, especially when you go up in rank and you are filling a new billet. A 4.0 sailor can be a bit of a pain in the neck. They think they are better than the other sailors and do not have to do certain things.

Being a 4.0 sailor will help down the road and make things better for them over all. It will open schools to them and make it easier for them to advance as compared to a 3.8, or 3.6 sailors. No sailor is a perfect 4.0. Any sailor that goes to A-school and C-school will get an eval of 3.6. This is a standard eval fro students and is the only one given. So if a sailor ever brags that they were a perfect 4.0 their entire military career they are telling a sea story.
