It is indeed NAS Pensacola.... (I think!)
and a quick off-topic.. if anyone is ever near NAS Pensacola dont forget to visit the Naval Aviation Museum, many one-of-a-kind/left WW2 birds (and jet and preWW2).

I wish I had a Dig Cam when I was in NAS Pensacola, could have taken hundreds of pics of the birds...
I looked more carefully at the pic, not Pensacola, the outlying strees/building are different.
I tried to zoom in to the street and read a license plate of a parked car

Looks like a Univ/college campus maybe..... mmmmm......

It is a Navy base. A very old Navy base. Part of the buildings are on the national historic register.
If I say much more I will give it away. I stood on that field twice, but not for teh same reason that group is standing on it.

That is correct. I was actually on that field, Ross Field, for two seperate Change of Commands for the base. That is a Recruit graduation taking place. In the upper portion of the picture are two buildings. I live in the top most building for a couple of months before it was put on the National Registry.

I'm stumped. I know that famous author William McFee was an engineer with United Fruit.
My gut feeling was to guess John Roebling with the Alligator, the basis of the WW2 LVT.

Well, this rules out anything designed by Higgins, he was always a lumber man.
The DUKW was designed by Rod Stephens Jr. of Sparkman & Stephens Inc. yacht designers, Dennis Puleston, a British deep water sailor, and Frank W. Speir, an ROTC Lieutenant out of MIT.
